Apologies for being counter cultural on this - but as Hipster says, some of these people should be sectioned ,and he's correct.
Not only that- some of the tattooists who agree to doing these should be banged up for doing them as well.
Taking money off the feeble minded for agreeing to participate in this form of self vandalism should be made a criminal offence

I totally agree. In later life I suspect most of them must bitterly regret what they have done.
