Would you sign up to a government scheme to monitor all of your movements and communications over the next 12 months in a bid to ensure the safety of the country?

All of your internet usage, all of your texts, phone calls, emails, your location information from your mobile.

Would it help?

If 99% of people signed up you might then only need to concentrate on the 1% who are left. 

Whoever doesn't sign up goes on a list.
