Wanderers intend to ask whether Rob Holding can return to the Macron on loan if he is not guaranteed first-team football in his next move.
Arsenal remain red-hot favourites to sign the home-grown defender but have thus far submitted only one bid, which was turned down.
The original offer tabled by the Gunners had a number of bonuses linked to further payments, one of which was in the event of his England Under-21 debut.
Holding now has two caps for the Young Lions and while Wanderers expect a second offer imminently, they are keen to hold out for a realistic fee up front and also want him to return for a full season in League One to aid his development.
Other clubs are also sniffing round, some of whom may be able to use Holding right away, but sources at the Whites say they would rather risk a tribunal next summer than give him away cheaply and see him playing development-squad football again higher up the pyramid.
Wanderers have a firm idea of the up-front fee and bonus structure they want and Dean Holdsworth has already warned suitors a deal will only be done on his club’s terms.
Co-owner Ken Anderson has confirmed he asked for Holding to be withdrawn from the final game of the season against Fulham when Arsenal’s interest became apparent.
Anderson had invited under-21s boss Gareth Southgate to the previous game, a 3-1 win against Hull City, which eventually sealed the youngster’s place in the Toulon Tournament squad.
But he revealed there were no doubts over sending Holding to play in France this summer, despite an offer from the England camp for him to stay at home with a possible transfer pending.
“I felt it was the right decision not to risk him at Fulham,” Anderson told The Bolton News. “We were responsible for that decision.
“We had invited Gareth Southgate to watch the game against Hull in the first place, and obviously he impressed.
“Later Gareth and I had a chat about whether it would be right to select Rob but we felt as a club we would not want to stand in the way of a young man representing his country.”
Holding did not earn a third cap in the Toulon Tournament final on Sunday night but collected a winner's medal after Chelsea pair Lewis Baker and Ruben Loftus-Cheek scored to give England a 2-1 win in the final against hosts France in Avignon.
