Interesting article but I can't see the bit which actually provides evidence that austerity costs money other than the example of the taxis which is obviously an exception to the rule. The girl alludes to costs a lot without providing evidence. Even the Law Soc report talks about the cost of not having early intervention as being the cause of the problem rather than austerity. 
I agree with her viewpoint but she puts forward a very weak case that centres on the anecdotal exceptions.
