Children's home in Bolton shut down amid 'serious and widespread failures' 13279178

A children's care home has been shut down after it was discovered one child had not bathed or been provided with a home cooked meal since he moved into the home in September — and another had been placed 'at risk of harm'.

Ofsted moved to immediately to suspend the registration of the home in Bolton, run by Turton-based Achieve Care Homes Ltd amid 'serious and widespread failures'.

The care home is a privately-run care home for up to two children who may present with needs that are associated with social and emotional difficulties.

Inspectors visited the home at the start of January.

The report stated: "The registered manager and staff have failed to meet the basic care needs of children.

"One child has been significantly neglected and he has not bathed, changed his clothes of been provided with a home-cooked meal since he moved into the home in September 2021."

In another incident, Ofsted discovered that another child ' has been placed at risk of harm' by staff carrying out unnecessary cardiac pulmonary resuscitation.

And it was found that managers and staff had not entered a child's bedroom for more than four months 'despite there being evidence of flies and a pungent smell coming from the room and spreading through the home'.

Other failings included not supporting or encouraging children's education or their health and wellbeing — with one child not having attended routine healthcare appointments since moving in.

The home, in the east part of the borough, was registered in August 2021 and January's inspection was its first.

Inspectors added: "The registered manager has failed to notify Ofsted of several serious incidents in the home as required."

And the report added: "Due to the serious safeguarding concerns, Ofsted took immediate action and suspended the registration of the home. “Consequently there are no children living at the home."

Officials at Ofsted have issued the home with a list of conditions to meet the legally required standards.

Ward councillor Adele Warren told The Bolton News said nationally more had to be done to stop this from happening again.

She said she wrote to Ofsted with concerns about the opening of the home.

Cllr Warren said: "Nationally something needs to be done to ensure appropriate settings are offered for children.

"These children have already been through the mill to have entered the care system."
