Tom Eaves and Cian Bolger are on the verge of leaving Wanderers after being told they will not feature in the first team this season.
Striker Eaves is in talks with MK Dons about a permanent move, while Bolger has spoken with Southend United, managed by Whites legend Phil Brown.
Wanderers have accepted bids on both counts and have now left it down to the players to make up their mind.
Dougie Freedman believes both players will benefit from playing further down the Football League pyramid but added that a sell-on clause will be inserted into both players’ contracts.
“I was astonished when I first came to the club that we had no-one out there on loan with re-sale values,” he said.
“If a young player doesn’t make it, for whatever reason, I want him to go out, get a club and then also get a re-sale value for us.
“If you do your business that way, all of a sudden we’ll have 15-20 boys out there who might get a move and then you can make money that way.”
Bolger had featured heavily in pre-season but had yet to make an appearance at first team level since his move from Leicester City.
The former Republic of Ireland Under-21 international captained the development squad side and spent time at Colchester United and Southend last season.
“I felt Cian is not going to break into the team this year,” Freedman said. “It’s up to him to go and talk with them. For football reasons, I just feel it’s important he goes out, gets a squad number and plays some football.
“I could send him out on loan too many times and I’m at the stage where I don’t think it would do him any good.
“I’m not afraid to make decisions and I think the best thing for us is to accept the bid and then see if he wants to play week-in, week-out.”
Eaves, who signed from Oldham Athletic in 2010 in a deal worth £1million, has made four first team appearances.
The Liverpool-born striker spent time on loan at Rotherham and Shrewsbury Town last season but failed to rediscover the kind of goalscoring form that saw him compared favourably to Kevin Davies in his time at Bolton.
“Tom has been a little bit unlucky in that Conor Wilkinson has come right up behind him and at Conor’s age, I have to give him a go,” Freedman explained.
“I can’t block the system up. Tom will have a good career but he needs to get out there, play men’s football, we get a re-sale value, and then Conor comes in to give it a go.”
