I thought it was down to UEFA to decide what the rules were, not a bunch of Championship chairmen with a vested interest in relaxing them?

Seems odd.

I'm not sure who actually makes the rules up but the clubs did vote (well a majority) for it to be implemented.

It seems now some have thought that the original rules were too drastic.

Maybe this is what the Thai fellas were waiting for and now they have a green light?
