y2johnny is right. Vardy's release clause states "offers in excess of 20 million pounds" but it does not mean he has to be sold for that. It means Leicester have to make him aware that the offer exists and give him the option to talk to the other club if he wants to. While I appreciate Arsenal are seen as a big club I have a sneaking suspicion Vardy will still be a Leicester player come August. In fact I think a lot of the foxes players will want to stay exactly where they are, it's obvious they think the world of Ranieri and vice versa. Plus of course there's no need to go elsewhere for say CL football or anything, at least not for another year. They're also worshiped by the fans and heroes to just about every neutral (ie non Leicester) supporter in the country.

Personally I think his best bet would be to stay right where he is at least for next season. Right now he's going to be an automatic pick for Leicester in things like the Champions League and if he does well there it can only enhance the sort of wage he could attract if and when he does move on. At somewhere like United he'd face a lot of competition for his place and have to deal with being rotated a lot. I'm not so sure Vardy would adapt well to being constantly dropped and recalled regardless of form.
