So-called "smart" motorways have been a colossal error, caused massive disruption for motorists during construction, and are deadly dangerous. Government mismanagement on an epic scale! 
Almost as big a waste of money as HS2...

Motorway management is and always has been a colossal task in an overpopulated country with limited  scope to expand the network and a poor public transport network that many Brits don't embrace. One accident on the M25 for example can hold up tens of thousands of vehicles.
Active traffic management systems have been in place for decades using variable speeds and hard shoulder usage to ease congestion but there are no simple alternatives. Widening motorways or elevating and incentivising public transport use would cost gazillions - and that's why successive governments have gone down this route - it's a cheap alternative.
But the fundamental problem with it is that drivers are simply not adapting to variable speeds or switching off their engines when stopped so emissions haven't gone down and there has been a rise in accidents involving slow or stationary vehicles.

Agree such mistakes are made all over the world. There are cases where nearby villages are flooded by poor construction and road profile.
