To be honest, if I knew there was someone in my family that was suffering with mental health issues, they wouldn't be my first port of call if I needed a babysitter. I know you can't predict would would happen, but there's certain things you can do in life to tip the scales of survival in your favour. This could be a bit harsh without knowing the whole story, but the parents need to take a big responsibility for their childs death, because leaving him alone there is bordering on complete stupidity.
As for locking them up, it may be harsh on the person with the mental problems but if they are a danger to the public and those around them, what choice is there? The other problem is working out if they are a danger to anyone at all.
