Some people think they're God, others hear voices in their heads. Lots of people think the world is out to get them. Being a woman/man in a man's/woman's body is just another gene defect. Most blokes go out at weekend trying to get into womens' bodies so it's nothing new.

There may be instances where gender reassignment is the only option for some individuals but how do you prioritise?
Similar questions have been asked about IVF, not life saving so should that be available on the NHS?

It sounds boring. I recently watched a Danish film called 'Pelle the Conqueror'. I thought it was going to be about a good looking Italian centre forward who plays for Southampton, but it turned out to be about immigrants moving from Sweden to Denmark. I was asleep within minutes.

The point you seem to have missed is that there are people far more eminently qualified and better informed than you or I who have to live with making these sorts of decisions on a daily basis.
I would however suggest that to answer your question, who is more important, you need to clarify from what perspective you are looking at it, different individuals will put a different value on it depending on how such a situation affects them.
An illness does not need to be life threatening to be prioritised, I would suggest that long term conditions both physical and mental can be just as hard to deal with.
