Tory Taxes and Hammond's raid on pension funds

So with taxation having risen to the highest level in 50 years under the current Government's watch, Hammond is now talking about raiding pension funds. The whole point of giving tax relief to people saving for retirement is that they have the means to look after themselves when they can no longer work - and therefore don't become a burden on society. 
Does anyone on here think that disincentivising pension savings is a good idea?
