Governments don't want to talk about it and nothing is likely to be done about it because people automatically assume that breeding is not only a right but in many cultures a duty. Limiting the number of kids a woman can produce to <2 and enforcing it through e.g. sterilisation, abortion, imprisonment or having a sustainable offset programme worldwide wouldn't be the most popular policy for a political party, religion or even a media discussion but we do talk a lot about global warming and the impact of the spread of humans, so why not birth control if the species is going to survive?
It took the human population 200,000 years to reach a billion - but only 200 years to get from 1 billion to 7 billion so there's obviously a problem so why won't people talk about it?
