Must be because Eddie Davies is happy with the job he is doing for HIM.
Don't make the mistake that most do in that what is in the best interest of the owner/s of the club may not necessarily be what the fans may wish to see.
The club is a business to him and merely a passion for us.

If Gartside ran Eddies other business he'd be broke. Gartside is still riding Big Sam's coat tails, if he is 'so good' how come none of the Big Clubs have come in for him? If Gartside became the Chairman of Lloyds Bank tomorrow, would you run to put all your money in there? Eddie owns the debt on the club, but he gets millions in interest each year and when he sells the club he'll get all that debt paid back. Gartside just keeps manipulating figures to keep Eddie happy and to hell with the fans. Just think, Quick Quid will be on Bolton shirts for 2 years just to pay one year of Gartside's wages.
