The cynic in me translates that as:
"We've no money. At all......Therefore, I've no choice other than to sit at the back of the room quietly, waiting for everybody else to conduct their business and hopefully, when they're done, there will be someone available who is dirt cheap (or free) and I will step in and hope they want to come and play for us for next to nothing."
I'm not saying it's his fault, nor am I demanding that we go out and mortgage what little we've got left in terms of assets in order to generate some cash but I am a little disappointed that we're not being more proactive in trying to get someone in.
Perhaps from abroad.

As for waiting for targets, that's the reality of the situation, compare us to any other club with the same financial issues and it's painfully obvious. We don't have enough players of any value that we can flog to generate funds, we are stuck waiting. If we wait and get Chris Wood I won't give a shit because he's worth it.
