It's intentions are good - to stop a club pawning its future - look at Portsmouth, FA Cup winners just a couple of years ago - now stuck in division 4.
It's unworkable though - the big clubs are simply too rich to be controlled - they will simply tie everything up in the courts for years - and if anything did ever get resolved, those originally involved will be long gone.
The poorer clubs that do comply are basically 'frozen in time' in that nobody can come in and throw loads of money at a club (although I think the revised FFP have relaxed that a bit), so they carry on in the same financial position they find themselves in season after season, whilst relegated clubs have huge parachute payments fot four years to play with.
