They're taking the piss. Most people's bins are full by the time collection day rolls around, so people will have no choice but to leave bin bags next to the bins which they will probably refuse to take and shit will start building up with cats ripping the bags open and attracting rats. Stupid idea.
In my area, Salford Council have decided we can keep our big bins but only have them emptied once every 3 weeks. My bin is always full after 2 weeks so we'll have an extra week of rubbish and nowhere to put it.

Similar goings on here. We've already got three bins,and now they're talking about giving us another one just for glass.
There are three bottle banks close to where we live,one for clear bottles,one for brown,and one for green.

Here in Halifax. We get one normal sized wheelie big. We get a white woven bag for plastics, a green plastic bag for paper and card and a small brown food bin. Wheelie bins are emptied every 2 weeks and recycling is every week.

We have 3 full sized bins in Bolton, cream for paper and card (includes drinks cartons), black bin which is being shrinked and a burgundy bin for plastic, metal and glass and are all currently being emptied every fortnight.
It would help the council a lot if they decided to recycle more plastic items such as yoghurt pots and other various kinds of plastic packaging they currently don't recycle. it is madness as some councils recycle things that Bolton can't or won't.
Due to the fact we are going to lose 100 litres of space when we get the new slimmed down bin, people have been saying that they will now hide their black bin waste at the bottom of their recycling bins to combat this issue.
The council are doing the wrong thing here and I can only see it backfiring in the not too distant future with an increase in fly tipping and vermin and also when the council will have to pay to dump the recycling due to it all being mixed up due to folk sticking their black bin waste in with it.
Edit: forgot to mention that those who have gardens have a green bin for grass cuttings etc and those without have a small green box for leftover food with a black caddy that sits in your kitchen.
There is no way I am having a caddy in my kitchen that will smell of rotting left over bones from meat or the odd things leftover, I am slinging that in the black bin along with everything else.

Salford council same as me. We manage like that but have to be very strict with the recycling and to be honest i dont mind.
