I doubt whether any ultra vires issues arise here. The town hall is supporting al sorts of activities and initiatives across the borough- and there is nothing to stop them either direct lending, or guaranteeing a loan to a social amenity (albeit a privately owned one) such as BWFC.
Bury Metro Council sponsored Bury FC and there are a number of other local authorities supporting community organisations. In Bolton there is none bigger than its eponymous football club.
If they got their finger out -they could help this dire situation.
Its going to affect the local economy of Bolton with lots of small businesses being reliant on BWFC and visiting support as well as c.300 employees ,many of whom will become redundant.
I think they have a moral obligation to become involved.
The Town Hall budget totals income of £447.5 million for this year and have already committed to give £2 million to the Octagon for redevelopment £4million to Horwich Leisure centre - so I think supporting something as important as BWFC should be within their remit if they can support projects such as these- community recreational projects.
I think thy have a moral obligation to offer support- real support and not mealy mouthed platitudes about helping where they can

There is also a political bias in councils (whether this is acknowledged or not!).
Councillors will have a significant influence over where large non statutory expenditure is allocated.
Maybe they see more votes in letting BWFC fail rather than spending millions of council taxpayers money propping it up!

I know the national press tend to pick up on regional stories a day late, but with the general feeling in the media being that we are now more likely to go into administration than get a buyer, are you still fairly confident that the Far Eastern consortium will come good?
